RFE - spreaper documentation required regarding the CLI and how to access #1158

The API seems difficult to work with. It sure would be nice if somebody wrote a little CLI service that could be installed so you could just use a CLI rather than having to set up an environment to run the API yourself and just packaged that with Reaper so that it had a native CLI. It would make reaper more admin-friendly.

This already exists in spreaper, but I guess we could keep this open as a documentation update as we need to point this out better in the reaper docs.
