AS An administrative user I Want to be able to view, add and revoke user permissions SO That I can ensure users have only the permissions they need

Acceptance Criteria

• Field should auto complete for easy addition of roles and permissions
• Only an administrative user can add user roles.
• An incident should be logged if someone without correct credentials attempts to modify roles and permissions
