get_tarball_chk use backup storage on oasis server if first url fails

Supported failures are:

• incorrect hash signature
• non supported archive type (verified using Unix's file)
• broken link

Note: the indentation shown by github is messy but it is fine viewing with emacs and less. If there's something to fix here, let me know.
