Add support for treating parameters as static variables #19

One may now define the MFM_TREAT_PARAMETERS_AS_STATIC_VARIABLES boolean variable at the cmake configuration step to state if parameters shall be treated as static variables.

Defining this variable is only supported when using a version of TFEL greater than 4.1.
