The HTML files contain the following in the header:

<link rel="alternate" type="application/atom+xml" title="RSS Feed" href="/rss.xml">

However, the RSS feed file is not present.

Indeed it isn't. If all goes as planned, then the next iteration will have a working feed. Right now there isn't a feed, you're right.
