Website Improvement: charter_page

We want to implement some improvements to the website. The improvements should follow the designs as illustrated by the document below.

The footer as is on the design looks a bit stretched in the filled style. YOu can check it out and let me know if I should make change it to the way it was. Personally I think the way it was first looks better

@Hogan Fortuin please send a video or a link to view the website. I am not seeing all the changes that I requested. For example the Login button dropdown menu and Who It's For dropdown menu.

Lastly, regarding the footer, it's difficult to see if it meets the requirements without seeing the whole website.

@Hogan Fortuin here's more feedback for the website. These were part of the home_page change but the were not done and tickets are now closed.
