What problem is this feature or improvement solving?:
Currently, there is no send broadcasts to all commuters when mass communication is neeeded. Whenever a situation or information affect all commuters, they can only be informed via email.
Please describe the feature you want and how you see it working.:
Similarly to the driver broadcasts that currently exist on the CC, this feature should function in the exact same way but target commuter profiles instead. On CC, user should be able to click on "commuter broadcast" then type the title and message. Then select a specific organisation (optional) then select a specific province (optional) then send to commuters.
