Notification when an operator signs up #41

Which platform is this for?: Command Centre

What problem is this feature or improvement solving?: When a new operator signs up, LULA does not know where the notification pops up or goes too. This results in LULA not knowing if operators are signing up or not.

Please describe the feature you want and how you see it working.: When a new operator signs up, LULA should be notified either on Slack or via CC under a menu item similar to the driver requests.

Please rate the urgency of this feature request/improvement:: Could have: Likely to improve the platform in theory.

What positive impact will having this feature have to LULA and our users?: This improvement will give LULA a better visibility on operator who are trying to join the platform
