Add local recording option and configurations to web interface

At the moment the local card recording option is enabled in the /etc/init.d/S96record script. I propose the following options be added to the web interface:

• Enabling/ disabling local recording
• Configure recording length (minutes) per file before starting new file. currently set to 60 seconds in script
• Blink led while recording or not

As a prerequisite there may need to be some further features added to the daemon before adding to web interface:

• If loop recording, this needs to be added to the daemon to delete oldest recordings
• Error if memory full
  • Possibly a notification to one of the connected services if memory is full
