[GS] AutoCompleteSearchAPIView 구현

국내서비스 repository의 api/views/search.py 에 구현되어있는 AutoCompleteSearchAPIView를 참고하여 같은 기능을 하는 APIView를 글로벌서비스 코드베이스에 구축

• [x] ?q=co 로 조회하였을 때 {'results': ['Columbia University', 'Cornell University']} 와 같이 리턴되도록 구성
• [ ] Usnews Top 50 리스트를 더미데이터로 하여 단위테스트 작성
