Widget Area element should have all widget areas #309

Currently only the left/right sidebars and custom ones show up. None of the "Ads Above" widget areas show.

Revision:

On a custom layout, the "Above Header" and "Below Footer" widget areas still show.

So a Widget Area element should only have the widget areas that don't display already in a custom layout, which means we need to add "Above Content" and "Below Content".
