Move Redundant Theme Base Options to Re-usable Function #342

For things like Mobile Header, Typography, Side Panel, Buttons, Sidebar Widgets, etc, that are just copied across multiple theme bases, let's have these come from a re-useable function.

Side Panel, Footer, Mobile Header, and Typography options are done for 2.2.0, framework 2.7.0.

Button, Widget and Branding option sets will get incorporated with 2.3.0, framework 2.8.0. #264 #265
