Admin JavaScript issues when plugin manager notice is present

I see no JavaScript errors in the console, but see weird things happening when the plugin notice is present on random admin pages.

• Any page with mult-select like the normal Plugins page doesn't allow you to click and select all items.
• Someone said the media library wasn't working when plugin notice is at the top. Let's check that.

This is probably some sort of issue with the javascript file included that allows the user to dismiss the plugin.
