Move current theme options, that portfolio plugin adds, to the theme framework. Similar to other plugins like WooCommerce and WPML, remove the options when plugin isn't installed.
Add new "Portfolio Items" section just below "Single Posts" section, which has similar options to it.
Update Portfolios plugin to only apply theme option changes for framework 2.5-2.7.
