Layout issues with password-protected custom layout pages #393

When a page is password-protected and has a custom layout applied, it should display as a normal page before a password is entered on the frontend of the website. Currently, the layout is a bit wonky because there are some places in the framework where standard checks for using a custom layout do not account for the page being password protected.
