Mobile menu nav list border image not found #405

This file is in:

/jumpstart/framework/assets/img/parts/side-nav-list-outer-cccccc.png

But theme base is trying to find it in:

/jumpstart/inc/framework/assets/img/parts/side-nav-list-outer-cccccc.png

... Check all base.css files. Looks like when we moved base directory within inc, we didn't properly adjust the relative image path here.
