There will need a plugin to migrate data for Jump Start 2 to 3.

@TODO ...

Theme Options to new customizer set up (#407, #219), which will take use previous theme base.
After above, convert all non-developer theme bases to superuser.
Custom layouts to Gutenberg layouts.
