Editor-related permission

I didn't include this in the permission ticket because I think it may need a bit more discussion and context, but I would like to also give Location members access to editing the web page for their own location, if possible. Here is how I think we can accomplish this:

• [ ] Add two fields to the metadata portion of webpages
• "Is this is a location page?" with "yes" or "no" checkboxes
• If user checks "yes", provide a dropdown to select a location from the team list
• When a user is given "Web Editor", use their team assignment to match to the webpage that they are allowed to edit.
• They cannot create or delete pages, only edit their own location page
• When a new location is created in the Location Manager, automatically add that location to the team list
• Show "Web Editor" as a sub-menu item of "Website Management"
