Add black as a test dependency

Check code formatting with black in workflow. Add black as a dependency to test

There is an issue with travis, I'm gonna merge to dev and handle the issue over there. Also we might keep black out for now as we need to preserve compatibility with Python 2.7, at least until the end of the year I guess.
