l10n has versions and we are trying to get better at versioning. The updates should have the option to increment the version, but how do you do that from a single vs multiple perspective is the problem. Insert really just needs to default to the appropriate starting version.
Update could have an apply to all version for the scenario of just doing one or do manual intervention after.
