importing moonsheep settings #104

There is moonsheep settings file which imports once my app project settings. It gets variables and creates its own variables, i.e. pybossa connection settings, my project tasks etc. This causes many problems in tests - settings are probably impossible to override now. The flow is wrong or tests should be fixed.
