Fix build #145

Some small improvements related to the current dependencies:

openpyxl~=3.0 is only supported on python 3.6+
psycopg2 is needed because of https://github.com/themoonsheep/moonsheep/blob/master/moonsheep/json_field.py#L6
set django==2.2 because of UniqueConstraints https://docs.djangoproject.com/en/2.2/ref/models/constraints/

I've also tried to fix some tests, but there are too many of them failing.

Yes, at some point I decided it's better to move fast, prototype things and change if needed, instead of keeping tests up to date. I think that still the project is in that phase, altough as you deploy it as well in Romania we should be slowly moving towards stability.

I think that for now it would be best to skip all of the tests that fail.
