Provide a means for admins to generate their own dictionaries

Criteria of Acceptance:

[ ] Admin can define a dictionary: name + list of values
[ ] Dictionary can be referenced from the html form
- [ ] Html helper to get the values of dictionary
[ ] Interface for dictionaries (coded, modifiable, importable, API-powered)
