Create "structured documents plugin" #89

Create PyBossa/Flask plugin that would provide all the functionality supporting processing of structured documents.

Start it as a new project under https://github.com/themoonsheep

I guess that was a quite old idea for a full-integration with PyBossa. Anyhow flask-plugins is an interesting concept to follow.
