notify users on comments #557

suggested here. not sure if it go on all new comments or just top level ones (they're about the same work to code)

seems like a good idea but reason not to do it would be that there are potential bad implications here as this could more easily lead to vote rings.

Maybe give the user two options for the notify setting?

I think vote rings are best dealt with algorithmically, we're not really going to solve that by making it inconvenient to make vote rings.
