Captcha broken on signup page #659

This appears to work intermittently and I'm not sure why; when it's broken, it always fails and makes it impossible to sign up. It does appear to consistently work on the Contact Us page. Not sure how to debug this one.

looks like the hcaptcha and signup scripts weren't being inserted into the page
