Move to using static site generator #44

Change site to use 11ty and use a Giithub Action for builds. This will make it much easier for us to collectively modify parts of the sites and fix a lot of our existing issues. 11ty is very well tested used by orgs like Google and Glitch.

Should easily be able to first transfer the current root site and than break it into parts to allow reuse and avoid reliance on building elements with JS at runtime. None of this will effect the knowledge vault service.
