Team scramble at the end of a Flag Game #9

Scramble players who are ?flagging to random teams after a game. This could be done at the same time that everyone is warped back to center.

This would help out with the losing team becoming disappointed and getting off ?flag turning the next few games into 9-2 or similar.

Also would help with fairness and prevent stacking so easily.

Still need to work on something to discourage hopping.

I've had this before. HS has a tendency to crash if you simply swap players around, though. Both Arnk and I wrote modules to do it before, and we both had crashes.

It's likely the large number of callbacks and locks, but I really don't know.
