update to support vs2019 #6

but vs2019 say ,there have some API had deprecated.But I don't know which.

Hi,

VS2019 is supported in the branch universal-ctags, see the issue #5 for more informations. I planned to merge this branch to master some day, but it's widely more stable than the current master. So for now until I check the warnings about some deprecated API, I refuse this pull request.
