Currently project properties return the default runtime if none is selected for a project. This means that querying the project runtime channel will always return a channel, falling back to the global selection. The Control Panel UI also uses this function to query unfortunately and means that it will incorrectly show the runtime channel type as the global default for a project manually selected rather than the "Use Default" text.
