Create ability to fill in empty data fields if db is re-implemented #9

Maybe this isn't necessary - once we finalize on a database schema, we can version the system so any future database schemas have to be re-installed freshly (or we can make update scripts that can handle migration from one schema to another? there is a world of options..)

Scripts to upgrade migration seem pretty straightforward. I vote we go with that!
