currently the script requires sudo from a nonroot user.

It should separate distinct permissions options. Some use cases:

packages for system, configs for user
no access to root -- packages for user if possible, configs for user regardless, list packages already installed / just installed / unable to install
packages, configs, and manual packages for system; clean config for user?
