.local/dein.vim is offered by the dein script as an alternative, i used that and it failed to start until i modified things manually -- should be scripted, perhaps an env var

EXTRA: dein script could be included, run automatically, or reproduced by a setup script

dein base is hard-coded per file still! I added variables but they're still local... need to be made global and hooked together.
