The manual has an obsolete citation to Libxc. This PR brings the citation up to date.

Oh so development has ceased altogether? I do see your release cycle has slowed down quite a bit.

On this repo, there will be not much activity anymore. We've essentially butchered the elephant and cut it into smaller projects.
