The purchase of a certificate (such as Microsoft Authenticode certificate) is required for signing Window's electron's apps. AFAIK the ODI does not currently have such a license and I think discussion would be required on the cost aspect of it.
The other way of publishing on Windows (which may additonally require a code signing cert at some point in the process -cannot tell as blocked at register) https://blogs.msdn.microsoft.com/appconsult/2017/03/14/convert-your-electron-app-using-the-desktop-bridge/ likewise involves a cost of registering as a Windows app developer. Likewise AFAIK the ODI does not currently have these resources in place.
Later... Some updates - the support team for the Desktop Bridge way of distributing apps on Windows Store has provided me with a coupon for Windows Developer, so I'm going to proceed with using that to get current Comma Chameleon App onto the store. As I understand it this will remove the need for and cost of an authenticode certificate. Dev Account need only be registered in one region. Further non fiscal updates will follow on this issue https://github.com/theodi/comma-chameleon/issues/155 So for purposes of costings, assume a minimum of one Window's Company developer license for the flexibility of adding extra users https://docs.microsoft.com/en-us/windows/uwp/publish/manage-account-users - this mirrors the setup ODI has with it's Apple Dev Account
Adding some info here from the Redux spec.
