Increase filesize limit for uploads #31

This is currently 1MB, needs to be 5MB minimum, preferably 10MB; it's those pesky deliverables in PDF form.

@Floppy @pikesley any further thoughts on this? our co-ordinator has chased me today on progress for uploading our pesky PDF reports.. thank you.

This is now live, @ayymanduh can you test it pls?

This should be working now, configuration is in place and correct. Can you reopen if it doesn't work?
