This is rejigged in v0.3: instead of 'contributions' it now talks about 'corrections', which are relevant to all kinds of datasets. You need to indicate that you will correct errors in the dataset to get a "standard" level certificate, and if you indicate that you will correct errors you need to provide instructions about how to submit corrections and how people can monitor corrections that are made to the data. Does this address your concern?

Not all data is suitable for contribution. For example it takes pretty specialized expertise to run a good weather forecasting service or carry out nationwide chemical and biological contamination assessments. What would contribution mean in such cases? Seems like not being the sort of data open to contributions should not demote a dataset to bronze.
