Annoyingly there are no failed jobs in Services Manager, so this will require more digging :(
Looks like the queue is stuck. Rebooting the box to see if that helps

I think this has fixed it, but there's a lot of jobs that need to be churned through. Will check back later

New individual member is registered in Chargify but capsule ID is not recognised in capsule, recurring problem.
NB the new members yesterday (no presence in Chargify or Capsule but have email w/ ID and Member Directory entry) were all Organisational members, signing up direct from the web.
