Launch the TO: you must log the message_id instead of the maneuver_uuid:

traffic_orchestrator maneuver sent_to v2x_gateway traffic_orchestrator/41789004/1560935573543 at 1560935573575

instead of

traffic_orchestrator maneuver sent_to v2x_gateway 41789004 at 1560935573575
