Fix version file syntax error #42

Hi @theonegalen, the latest release has not updated into CKAN because the version file has a syntax error (extra comma, missing close brace).

This pull request fixes it. It also adds a GitHub workflow file that will automatically validate the version file when it's changed, to help prevent this from happening again.

Hi @theonegalen, could I by any chance persuade you to create a new release for this mod? This syntax error has pinned it to the top of the NetKAN status page since 1.3.1 came out, which admittedly is not really a problem for me, but would still be nice to take care of someday. There's no hurry on this, and it's fine if you don't feel like it. :+1:
