Backout recent AppConfig changes #228

This doesn't solve duplicate app name problems, b/c it breaks bulbs migrations.

Bumping to 2.8.1 in order to release new PyPi version.

Coverage increased (+1.1%) to 85.887% when pulling 76f8c3db71f09fee5737d57f36794b7bb9833e19 on revert-app-configs into 82b61f5ac41af9eae6e044e679724d057f87b9d4 on master.
