chore: add `rab.exitReason` to analytics allow lists and views #3628

Comes out of conversation wtih Maya about how to track various reasons users exit the Report a Breach service - this offers them a simple trackable passport variable they can set in various contexts (on branching Questions, as a SetValue, etc).

Will flag this to Ollie once merged to add a simple summary chart to the RAB template on Metabase.
