Convert long name & SIG service name to UTF-8 #309

The SIS long name & SIG service name fields are encoded as ISO-8859-1, which means that they must be converted to UTF-8 for display. After making this change, both fields are displayed properly:

17:45:41 SIG Service: type=ServiceType.AUDIO number=1 name=ICI R-C Première
