pull request to fix non-working -S/--set option in pg_prove #1

I missed the fact that you have to add a --set section to pgTAP.pm when I gave you the previous patch. My apologies.

Also, pg_prove doesn't work for me on the older linux boxes we have here if I use #!/usr/bin/env perl -w, so I committed a separate patch to use "use warnings" instead.
