Hotkey and Controller configs crash instead of showing a dialogue.

What steps will reproduce the problem?
1.Open EmuHawk.exe
2.Load a game image, Controller set up becomes available
3.Click Config->Controllers... or Config->Hotkeys...

Alternatively

1. Open EmuHawk.exe
2. Don't load a game image
3. Click Config->Hotkeys...

What is the expected output? What do you see instead?
A dialogue allowing me to set my hotkeys and configure Emuhawk to use my corded 
XBox360 controller. Instead: Error message pops up, saying 
BizHawk.Client.EmuHawk has stopped working, only option is for it to crash.

What version of the product are you using? On what operating system?
bizhawk 1.5.3 on Windows 7 OS
