Add DPAD UP/DOWN actions to support increasing/decreasing playback speed while the video is playing #61

Not sure you're interested in the change but today I was in the mood of implementing it 🤷

Currently testing it on Shield 2019 Tested on emulation: GoogleTV 11, Pixel4 11

That all looks good - I'm going to run the build on my devices for a few days and see how it goes.

Also, in a future release, a DPAD UP will be used to show/reveal the time+location for a few seconds (like the Apple TV) so the user might have to choose between those two options.

Makes sense. I don't believe changing the playback speed on the fly is a top priority for the users.
