Filter Coal Block does not appear to do anything when placed

Unsure if I'm doing something wrong here, but the quest book reads to place a Filter Coal Block to keep a localized area clear of Mist so you can swap out the filter on your mask, but I've attempted this multiple times and have yet for the block to do anything. Things I have tried so far:

• Placing the block and immediately swapping the mask out
• Placing the block and waiting for various amounts of time, up to over a minute, before attempting to pull the mask off to swap
• Placing the block on all sides
• Placing the block and removing all surrounding blocks so that it is floating in midair with no blocks touching it

After mining the block back up, it still shows a pollution level of zero, confirming that it has not done anything.

I have also noticed this. I suspect it's most likely to be a bug in the Misty World itself.
