Update PHP version, phpunit and testcases for Plates v3 (#257) #258

I've updated devtools and test cases. Phpunit now works with PHP ^7.4|^8.0. However, the template engine code is still compatible with PHP 5.3. I ran tests on PHP 7.4 and PHP 8.0. All tests passed.
