When selecting a fragment using the field it would be super handy if we could create a new fragment at the same time. This would make it great for page builders.

I'm definitely with you on this. We ran into some issues with the implementation initially so that feature did not make it for release. We do intend to continue with it especially since Craft 4 is now out.
