We made PAGEbuilder with matrix and Entries types. .. similar as fragmentz works.

Is there a way to do something like this with fragmets.

No, Fragments can't do that. The use case is different and Fragments is more catered for a way to handle snippets of UI and content that may not be easily made part of an Entry.
